Associate Director for Government and Private Sector Programs

As Associate Director, Andy provides leadership expertise for leveraging Center resources to enable collaborative partnerships with Federal, State, Local, and Tribal organizations; the Private Sector; and, Non-Profit entities for the purpose of  improving their respective Homeland Defense, Homeland Security and Emergency Management capabilities by means of innovative Education, Research and Outreach programs.  He also supports the Center Director’s role during the Director’s absence. 

Andy is a former business executive, educator, and naval officer, with over 37 years of experience in the national security field, the private sector, and education profession.  He earned both his undergraduate degree in education and a master’s degree in management from the University of New Mexico, acquired his second master’s degree in National Security from the Naval War College as the President’s Honor Graduate, and achieved professional education licensure in both New Mexico and Colorado where he taught at the secondary level.  Andy holds Master Instructor Certification from the U.S. Navy, has conducted curriculum design for the Air Force, and managed training organizations for both the U.S. Navy and the Royal Navy. Before retiring from the business sector, the company in which he was a founding member, Delta Solutions & Strategies, LLC, was recognized by the Small Business Administration as a 2006 prime contractor of the year.  He has worked with NORAD, US Northern Command, local law enforcement and emergency management. Andy is also a graduate of the Center for Creative Leadership, a board member of Easter Seals of Southern Colorado, and a volunteer for the El Paso County Sheriff’s Office, Office of Emergency Management.

 

Associate Director for Curriculum Development and Technology

Rick has a BS in History from Southern Illinois University at Edwardsville, and an MS in Computer Science from Old Dominion University in Virginia.  Rick retired from the United States Air Force in January 2004.  During his twenty-year career as a communications officer, Rick maintained software for the joint cruise missile program, supported interoperability testing of the AWACS airborne radar, designed and built computer networks for the Air Warfare Center, developed and maintained NATO air tasking software, directed communications for Operation PROVIDE COMFORT in northern Iraq, maintained missile warning, space surveillance, and air defense systems in Cheyenne Mountain, and taught senior cadet military courses at the United States Air Force Academy.  Upon retiring, Rick formed a defense education and consulting company to help civilian intelligence agencies better understand their military customer.  During the course of this work Rick became interested in homeland security and founded a new company specializing in homeland security education and training.  Rick wrote the first definitive book on the Department of Homeland Security (Pearson 2006), and followed with a comprehensive textbook on Homeland Defense (Pearson 2007).  Since 2005 he has developed and taught national-level programs in homeland security, consulted on homeland security training for the State of Colorado, and presented at homeland security conferences across the country.  Rick joined CHS in July 2007 to promote innovative education and training programs enhancing federal, state, and local homeland security.
